Not him. The pencil drawing is a stairwell doodle by one of the Cowboy Bebop staff from the time they physically visited CN studios while the show was in production. It'd been there some time, but a while back someone drew over it with what you see now,. The stairwell is full of such staff drawings, but the semi-historic significance of the original doodle amongst many others from over the years and the newer doodle's much-maligned style made it a subject of much contention. To add insult to injury, you can see that the newer drawing was done in pencil first- a little sad, the whole thing.
