Well for one, this was made years before shitholes like twitter were around, so the uptight puritans of the internet weren't all concentrated in one place to even make much of a peep. And second, as pointed out, Japan mostly just does it for fanservice. While this was still fairly fanservicey, it also set up the ton of the episode with the XANA-possessed Teddy bear lurking around to attack people.
