Hows that? They were unprepared and not properly educated about the dangers of nuclear warfare, it's also not like they had anywhere they could really go, nor the money to leave regardless.
Once the strike happened it was basically already too late for them anyway, even if they understood how bad the situation was, there was nothing they could do.
