Most Superman parodies rely on a patriotic aspect that hasn't been part of the character for a long time now, and was only there to begin with because at the time most pop culture had to be like that.
Why can't they make commentary on Superman without making him blond and dressed in stars and stripes? Why don't they just parody Captain America instead?

Major Glory was definitely more of a Captain America parody, especially with his team being a Thor parody and a Hulk parody, it was pretty clear that the Justice Friends were meant to be an Avengers parody. Pretty bold of them, too, considering the Avengers weren't known by normies at the time.

Because
(1) even if it's downplayed today it's still a major part of his character
(2) DC is doing a pretty good job themselves making "what if Superman was raised a communist" and "what if Superman hated humanity" and "what if Superman became dictator of the world". And guess what, in every one of those stories the American Way™ wins over Superman's heart
