Assuming everybody left, they would have been homeless. There was no guarantee they would have had any refuge especially with Sozin being Sozin so Ruko being the Avatar and the island’s hero tried to save what he could.

I mean considering that Sozin didn't really do anything else after Roku warned him ((up until the volcano incident when Roku died), Roku probably thought that he understood his message and gave up on the idea of expansion + wouldn't encourage it to his kids.

Think about it for a moment, the Fire Nation's invasion plans were what prompted them to start committing to industrialization putting the Avatar universe in a position where they can have cars and radios less than a century after the war

He was his friend AND the leader of the fire nation. Giving him a chance was both merciful and pragmatic, especially since killing him would have been rash and unfounded. Hell it worked for decades until the chance opportunity of a volcano killing him gave him an opportunity to start his conquest.
