They have to live off of something. It's hard to fight crime if you're passing out from malnutrition. Logically, Bruce was, at some point, both Dick and Tim's legal guardian. So naturally, under those circumstances, he'd financially provide for them. To the public, most rich kids live off of their parents money, so it's a practical cover even once they reached adulthood and nobody would question why he gives them money. Bruce also views their activities as Nightwing and Robin to be of paramount importance, and would consider any sort of job to be an unnecessary distraction. It's also not like Bruce gives them huge amounts. Nightwing lives in an apartment in a crime-ridden hellhole. On the other hand, if it were to come out that a billionaire giving money to the adult daughter of the city's police commissioner it would be probably be a political scandal.
