Growing up in a healthy, positive environment is a plus, sure, but people are more than capable of overcoming a lousy upbringing predicated on incongruous logic. "Inherent good" might be debatable irl, but Superman is still just a fictional character - and being "Good" is one of his few defining qualities, regardless of the psychological make-up a writer chooses to contextualize that in for him.
Besides, to address the OP's scenario, even if Clark DID somehow land in Germany, how would he have handled The Great War during his adolescence? And how the fuck would he make sense of the Nazi Party when he's a non-aryan illegal alien, who's demonstrably better than anyone claiming supremacy over members of their same species over comparatively minor ethnic distinctions? Commie Superman at least worked because the USSR was around consistently for decades to shape him into adulthood, and philosophically looked better on paper than it was overall in practice... Whereas Nazism lasted for a little over a decade, spent its final years retreading the horrors of the Great War and relied upon forcing memes to survive. It was a far less organic climate for somebody as impenetrable to force as Superman to cozy up in.
Stormfront is Captain Marvel/Shazam! in the comic, and Mary Marvel in the show, but I think a willfully naïve nazi, who's not hateful but just apathetic and unquestioning like Superman, would be very interesting

Even an ideal utopia-state is going to have a couple people who just fucking won't fall in line, even if it's in their best interest. I interpreted the superman-robots as being a really gruesome example of how Superman was making a horrible mistake, BUT aside from that... things were going very well, everywhere except America...?

Read the story. NAZI superman worked because the NAZI's backwards engineered the tech to overpower the allies while Hitler himself raised Clark. They just used the "innate good" crap to later make him feel bad about all the genocide that happened . Which was reasonable given he would have heard people being put in camps during the time before he left earth, was probably lied to about their nature, left earth for 3 years, saw what a unified people could really be, came back and saw all the killings that took place.
From there Germans claim to go on a new path from their mistakes of the past but his guilt is set with the world fucked.
There's this great book out there called Ordinary Men which is all about how four german policemen, who all had good moral compasses, managed to convince themselves to go along with the holocaust. Just because you believe in some "innante sense of goodness" for some character doesnt mean they arent capable of atrocious shit.
