Lex. Joker is just like “BUAHAHAHAH IM GONNA DRINK OCEAN WATER” and Batman has to stop him, while Lex does actually cool stuff.

There are no good or bad characters, only good and bad writers.

Lex gets to be an actual character most of the time, Joker extremely inconsistent. I'd say Lex is more consistently interesting while Joker has better highs and worse lows

Real answer is though

Lex, because he's far away from the "unidimensional" spectrum and had more going on than Joker ever did.

On the other hand, listen to

Joker because hes cooler and like batman steals the show.

Lex is definitely worse written though on the account of Superman rarely getting any decent writers. Most of the time, it's someone like Jurgens.

There's no objective answer to which character is better because it depends on the quality of the story and the skills of the creative team involved

There are more good Lex stories than there are good Joker stories

There is no Joker equivalent of Lex's arc in All Star Superman, for instnace

Oh Lex by far, especially since Joker has just gotten worse and worse over the last 15 or so years.
Joker has become less of a character and more of I don’t really know what to call it other than a mary sue. Like writers just want to out edge each other with him, he always wins or has the upper hand in some way, and he’s just incredibly one dimensional.

Like I can believe a group of villains following Lex but I literally cannot suspend disbelief for villains following Joker or non street level villains/heroes being scared of him and yet Joker is apparently the scariest man on the planet.
