He had a tail when he was a kid. It was ripped off because he would turn into a giant monkey when looking at the moon. It wasn't until GT where he turned back into a kid, then his tail started to come back, so they yanked it out because he needed to turn into a giant golden monkey to turn into Super Saiyan 4.
