Thanks user. Batman: The Caped Crusader Vol 1 has the conclusion to this mystery, but unfortunately it seems out of print online. Got lucky when visiting a comic shop in a area I’ve been before when I found it. Jason was pretty cool in the story.

I love the Starlin run on Batman. I haven't read every story, and this is one i missed, but all are briliant, including Death in the Family. Plus Jim Aparo was one of the last great Batman artists.

That issue about ambassador was pure kino

I just read this comic as part of an Ten Nights of the Beast TPB. Awesome stuff. Starlin must have been inspired by the toolbox killers:
