While Daffy tends to be whackier, I feel that Donald has more range in terms of types of cartoons he's in. Daffy is almost always eithe rthe whacky guy that gets annoying all up in Elmer Fudd's face or else he's the straightman foil to Bugs.
Donald on the other hand has been in serious cartoons, gets angry, gets made fun of, can be the good guy / bad guy, and can stand alone or with others such as Goofy / Mickey. I just feel that Donald has more to offer for a writer and the audience than Daffy

Both good characters. Donald is a unique case because his animated personality is very different from his comic personality. You could argue that this lack of consistency makes him a worse character. Daffy has a pretty well defined personality and was always my favorite Looney Tunes character. In a fight...Cartoon Donald beats Daffy. But Daffy would beat Comic Donald.
