They really dropped the ball by having Hordak be a bog standard same old same old "I'm a posh evil guy with no other personality and zero connection or even meeting with the main characters so it's safe to kill me and not think about it! Nobody knows about me, cares about me, or would miss me when I leave the story as quickly as I came!"
It's like the Sequel Trilogy introducing a new top First Order badguy because they realized nobody cared about Hux, if he'd actually given Catra what she wanted instead of just being yet another in the long list of easily forgettable evil emperor stock lot there might've been some real conflict with Catra finally achieving her goals and realizing it left her empty inside rather than coincidentally giving her zero reason to stick with the horde right before she changes to good in a slapdash manner. They broke the world just to make it so she literally had no choice but to do the right then and still acted like this was a big deal to her. What a mess.
This thanksfully has also nothing to do with this thread's "topic," but a common complaint about Horde Prime is that had had zero personal connection to or interest in any of the characters besides Hordak, who did barely anything outside of that one obvious scene. I agree that that was a weakness. At the end, Horde Prime was just a generic world conquering or obliterating evil guy with no interest or care for the characters besides as low level typical obstacles. That does usually make for a less interesting conclusion.

I kind of like the irony of Catra's relentless ladder-climbing ending up with her not just running into someone she can't manipulate, but he makes her a mindless follower, secure in the hivemind.
Hordak Prime is a thin character, but he serves a thematic purpose.
There's really no getting around it, Adora's "Journey" feels like nothing of note was accomplished because there was no real buildup to Horde Prime for her. It's weird because, as shitty as Voltron is and I think we can all agree that final season was shitty, Honerva was a character from early on, built up, and ultimately did mean something to Allura, she had her own goals that always had been in conflict with the main characters and the final confrontation built from that.
But Horde Prime really didn't mean much to anyone, any mention of him could've been omitted completely and seasons 1-4 would've stayed exactly the same, especially for Adora. I thought maybe they'd try to tie him in to Mara or something, maybe he had a personal vendetta against her, maybe he is the reason she ended up in the Frieght Zone and stole her life and childhood from her which would give her reason to think this motherfucker, specifically, is important enough to be the final boss, but nope. He was just a dude who, as of the very start of the last season, did not know the main character's name or if she was important, and just serves as a vehicle to make it easier, not harder, for Catra to find redemption. What else was she going to do, be a mindless puppet? I'd even be arguing on his behalf if he had been that caring parental figure who's downright excited with all Catra did on the planet before he arrived, even if he's just doing it to rub in Hordak's face. If he'd welcomed her and been like "Okay, you get to be my force captain, go crush the planet like you were trying to do with a non-loser's army!" then it would have been a fantastic way to tie him into Adora and Catra's story. As it is, he's just, well, boring. Really boring, seen it a dozen times, seen it done way better in Return of the Jedi 30 years ago. He's a lame carbon copy who's as hollow as a dollar store chocolate bunny.
But that's the exact thing she didn't want to be, and she doesn't stay that way for very long at all. So it neither serves the story purpose of giving her what she wants and it sucks nor good for an ironic punishment. His "Thematic purpose" doesn't work at all in the context of the story if they actually intended that, and it's so badly done I can't actually say that's what they intended. As far as I can tel they just needed an easy target because they realized Hodak or Catra wouldn't make for very intimidating final villains.
