If the gempire was remotely intelligent Pearl's rebelling would've been a huge red flag, as it implies the rebels are either close enough to high ranking gems to just steal shit that normally stands beside them, or the rebels ARE high ranking gems.

They were probably under the impression that Pearl, along with most/all of PD's guards, were shattered, that, or they just didn't care enough to remember what she looked like, even fancy pearls ARE just accessories/attendants that aren't paid that much mind.

Besides, Pearl in OP's pic had already changed outfits too, which is probably one of the few strong identifying factors that anyone might actually notice about her.

Why would they care to remember/note how many Pearls are on Earth? We don't even know how many gems were in the rebellion at that point anyway, could have easily just assumed the pearl belonged to one of them, or that Rose Quartz just stole one from somebody. As it was, its not like Earth was just a couple of buildings and the kindergarten, they already had a lot of big gem buildings/area's made up already, so its fair to say that there were probably ships coming and going for a fair while before the war properly broke out anyway.

Pearl and "Rose" were the very first rebels. They don't need to look at the entire war, just records from the first few years of troublemaking before they had an army or did serious damage. I'm not disputing that gems are retarded, that's my point, that PD's ruse only worked because they were too stupid to do an investigation.

Again, we still don't know how long the rebellion had been going on at that point, Garnet doesn't really specify either, only saying that the rebellion could already be considered a 'group' at that point, who knows how many high ranking gems were already in it? Or how many Pearls?

If this is before PD was even killed then its not like they'd really take note of Pearl being missing anyway because she technically wouldn't be, PD wouldn't say anything about it and obviously the Diamonds would still see Pearl with her whenever they met.

So even if anyone really noticed Pearl, which is already doubtful, they probably wouldn't care enough to look into who she was, just some random renegade Pearl that either joined up or was stolen by Rose or something, even if she's a fancy one its no great loss or something that anyone would bother to look into, just make another one, that seems to be the Gem philosophy.
