Could be anything, really, depending on how reproductive structures work in this world. Given her lack of secondary anomalous characteristics (odd or slightly misshapen physical characteristics, unusual coloration, etc.) it would stand to reason that the predator would be an ungulate like a sheep. The rub of this theory, however, is that there are no ungulate predators, or at least none that are alive in this era.

I've done a lot of thinking about the way the Zootopia world operates, how it moves and how society within it functions. Weaver's done far more than I have and I respect a lot of his extrapolations, especially since he tries to stay as true to canon as he can.

For instance, his theory that society still operates in archaic "pack" and "herd" mentalities on an individual level makes a lot of sense to me, and would itself explain parts of Bellwether's behavior. If we were to assign human psychological conditions onto the behavior of animals, then a group of prey insulating themselves in tight-knit social groupings would likely find themselves drawn to a very insular way of thinking, a very "prey good predator bad" line of thought since that, essentially, is the reasoning for herds to exist in the first place. If Dawn Bellwether grew up in such an environment, then she would have a very anti-predator mentality from a very early age.
