This kind of sucks because I don't particularly like either but at least Steven was consistent about his relationship to his parental figure and did go through changes in Future, so him by default? I don't want to say he's a good character but She-Ra set the bar pretty low.

Steven, because on top of all that, he's an actual original creation, and not a complete and utter bastardization of an existing one.

Steven obviously - I don't even like him that much as a character but he got a lot of development and his identity as himself and Pink Diamond was highly intriguing. Adora was sorely lacking in good development even though I do find her decently likable.
