No. Nick and the writing staff were keen on doing more, but Bryke decided to end it at 3. Bryke say it was always their intention to end on 3 seasons, but according to Ehasz they were open to the idea of a 4th until the movie came along and they decided to focus on that.

No, neither of those ideas would've worked within the context of the three seasons. Azula needed to hit rock bottom before any redemption was possible, and working in their mom wouldn't have worked time-wise, or made sense for Zuko's arc at that time.
I'm not for ATLA continuing indefinitely, but there was absolutely enough story material to warrant a fourth season.

She gets more focus than Sokka or Toph or Zuko. She gets the most focus of any character in the show apart from Aang. It's not a matter of how many episodes are specifically devoted to her, it's a matter of just how much raw screentime she gets, especially SOLO screentime.
I think it's better if azula never makes up with her mom. Her mom was a real count desu. It'll be great if she made up with zuko.
Idk, I never got the impression she got THAT much more focus than Sokka or Zuko, and what she did get felt mostly justified. Frankly, she's more emotionally complex/interesting than Sokka is. No knock on Sokka, he's just more of a chill guy. He's not the type to hold the kinds of grudges Katara held against Zuko/their mother's killer, or have interpersonal drama like Katara had with Toph.
Her character depth is only rivalled by Zuko's, or arguably Azula's, even though that wasn't explored very much.

Ursa loved Azula no less than Zuko. I think she just struggled to connect with her due to the fucked up values instilled in her by Ozai. And then Azula interpreted that, and the admonishment from Ursa as a lack of love for her, when in reality Ursa was trying to do her best by Azula and just didn't know how.
I really wish this relationship was explored by the show because it's so complex, and sad. The entire fourth season could've revolved around the theme of familial reunification, and healing, actually.
