Not really, most street tier villains are higher then their DC competitors and most Marvel cosmic character are in the same ball park as DC's cosmic character. Most of the "Dc characters are stronger" come from the fact that DC's cosmology is absolute retardation and fans can wank the shit out of character though feats that are only partially right.

Would comic's be better if character's powers were more clearly defined. Like instead of, this character can fly, it would be this character can fly for 30 minutes at x speed and after wards they need to rest for y amount of minutes.
Would that make things more fun since we know their limits and the authors could write more situations around them or would it instead limit creativity and just make the world feel more fake and gimmicky?
