That's kind of the double-edged sword of popular comic book characters. They'll never die or develop a consistent story arc permanently, they're just a list of familiar names handed off between countless different writers that can do whatever with them.

Joker works because he's never been consistent besides being a clown.
And also that's why he can't work, because every author makes his own version of him.
He goes from campy to schyzo to murder-hobo to genius from series to series.

Joker was best when he was a narcissistic career criminal genius with a harlequin-esque sense of humor. When he get painted as a deranged mass murderer, it makes Batman look like an idiot because of his no-kill personal code, and it makes the rest of Gotham also look like idiots because no one else kills him either. The more of an inhuman monster the Joker is written as, the worse the franchise looks.
