It would be dumb. The whole point is the irony of the clever little girl and her dog being the real heroes, while the high tech cyborg detective who the villain thinks always foils his plans is actually a bumbling buffoon. Yeah Penny has her proto-tablet but anything more than that and Brain's disguises would upset the balance. She's just plain smarter than Gadget and that should be how she wins.

Expanding on this, since tablets are commonplace now, maybe make Penny's computer book able to do a lot of neat tricks books can't. I'm thinking something like how in Totally Spies they would get 3 new gadgets every episode. Maybe the book lets her use 3 'apps' every mission, based on AI analysis of the mission. Almost like superpowers, but the catch is she needs to use her intelligence to figure out how they can possibly help her in these situations. Could be a good balance between giving her abilities and still making her cleverness the focus.

You're assuming that Gadget was a cyborg, which is probably wrong. It's a cartoon with wacky gadgets. His head shooting up on a stalk 20 feet from his body isn't necessarily meant to imply he's a robot.

A tablet is a bit outdated now. Either a watch with holographic capabilities as a cool futuristic gadget or AR glasses if you don’t mind making the new version a glasses girl I approve that
AR glasses would allow activities like invading a system to be represented in a more physical manner making them more interesting to see than just a person typing stuff. For example in Dennou Coil AR technology is widespread and when the characters are performing things like hacking a traffic light she slaps a virtual tag on the post. The tag is the visual representation of the program used to hack the lights. Hacking “battles” are represented by summoning virtual machines that shoot at each other and they block attacks by summoning virtual walls.

Nope. It is pretty clear that he is a cyborg just like Ed from FMA despite nobody calling him that. Also Professor Von Slickstein, the guy who makes his gadgets, is called “the father of modern bionics” and bionics at the tome were used for mechanical implants etc at the time (The Six Million Dollar Man and The Bionic Woman) Inspector gadget is the comical cartoon version of that.
