The real answer is they thought they were kicking a 6/10 out onto the market where it would just make a blip and then disappear. Long before it became a massive success they'd already planned out how they'd be spending their money for months or years ahead and it didn't include a sequel to what they thought would be a middling profit at best. They're too big and lumbering to change tack to meet new conditions.

Zootopia's development was a hellish nightmare of re-writes and re-works, and Disney had such little faith in the movie that even the merchandise was minimal...and then it turned out to be their biggest hit of the year, surpassing Moana by nearly 400 million dollars.

Fact is that this movie was a mess to make that had to go through so many prototypes because the ideas they did have for the sake of telling the story came at the cost of having weird messages. Any attempt at expanding the world would have to go through immense scrutiny or else risk the world's narrative falling apart. Shock collars don't work for any sort of analogy out there, and any other animal-based conflict would have to tread exceptionally carefully.
I didn't think I'd say this, but Disney doesn't want to make a sequel to something that made a lot of money.
