I guess it's meant to be that men are resopnsible for running everything in the world and they get very little recognition or appreciation for it. I mean, I guess there's money that people are paid to keep the world running, but whatever.

It means he's holding the sky up. He's standing on the earth. It's just harder to depict someone holding up the sky up than it is to hold some dude carrying a globe.
On the earth, in myths he's literally holdin the sky, which is depicted as a sphere in Greek art. He's not holding the planet.
Atlas was holding sky. He was standing on the ground. It was his punishment for something. Heracles at one point got tricked into taking his place and then tricked him back.
