Both Simon and Grace did fucked up shit, both of them killed Denizens.
Putting aside 90% of the reasons why Simon was worse though, the key element that told me he was irredeemable shit was his treatment of Hazel.
After he killed Tuba - a monstrous act - he bragged about it to Hazel, and she had a breakdown. What you would expect from a kid that just lost the closest thing they had to a parent.
Now Grace also had prejudices against denizens, but when she saw a KID bawling her eyes out, she felt sympathy. She tried to make Hazel feel better.
Simon just thought of Hazel as an annoyance that he wanted to get rid of so he could go back to the Apex Car where he could do whatever he wanted.
He didn't care about the little girl crying on front of him.
Because he was an irredeemable sack of shit.
One that deserved to die.
