Thing is though his theory was correct but it was severely overestimated.
He believed all the atrocities he committed was justified because if his plan worked, none of it would happen anyway. That's why the ending hits really hard when he realizes that he both succeeded and failed at his goal.

He's "cool-crazy" but ends up having a relatable, intimate goal of erasing his past mistakes. The simplicity and tragedy is enough to carry him. Also his design is cool and the way he fights is fairly unique, which makes him more charismatic.
Every other villain in that show has also been terrible so he stands out as the glimmer of (probably accidental) brilliance in this trainwreck

That's what makes it tragic: he wanted a second chance, and thought it was within his grasp. He could inflict as much pain and suffering as needed if it meant going back to a point to do things differently.
The cube was never meant to be used by anyone who wasn't an Eliatrope, the way the cube brought forth the power it held was too different for a Xelor to handle sanely.
