Steven was a living plot device.
Finn was sidelined in favor of some art grad's experimental spaghetti yarn and became an accessory in his own show.
Finn had real problems that didn't have absolute solutions. The one that sticks out to me is PB not showing any interest in him til he was with FP, and that fucked him up pretty good. He also understood that there's just certain issues pertaining to his world that absolutely require violence to solve. (The Lich, etc.)
Steven cried his way through everything despite the stakes being high at literally every step of the way. The only time he ever really uses violence is in Future when he shatters Jasper, and he doesn't even really learn anything from the experience at all since he can immediately fix his issue.
TL:DR- Finn had issues with consequences and problems with no real solution, Steven fixes everything pretty much within the same season a problem happens.

Steven has the problem of the show both wanting him to be a Goku/Jesus flat arc character while also wanting him to improve as a person like a positive arc like a more conventional character, this doesn't really work in a story.
