He's from Rio de Janeiro, so his first name would be pronounced with a hard J (like Joe), rather than like "ho"
This means Donald calling him Joe in the first film technically wasn't an ignorant self-simplification, especially since José pronounced it correctly himself (IIRC, his VA was actually Brazilian).
