It would be successful as a straight forward cartoon, sure. Tons of normie parents would happily encourage their boys to watch it and it would make tie-in merchandise sell extremely well.
However the people in charge of Marvel and Disney would never allow something so straightforward and traditional. Many of the people in charge would get cold feet and would suspect that even the image you used there could be deemed "fascistic" or "white nationalism".
I don't even like Captain America but it's obvious that too many weird crazy people are in charge of the levers of power to ever let this go through. You're literally more likely to see Disney shows and cartoons borderline-glorifying Satanism and communism.

Does he? Like, there are plenty of good stories involving Captain America, but I don't know how many of them are really "Captain America stories" per se.
One of the reasons Spider-Man works so well as a protagonist is that he's at once very relatable while at the same time providing something for people (especially children) to aspire to. Peter Parker has problems, is constantly down on his luck, and yet when faced with really difficult situations is able to overcome them by using his his wits, clever thinking, and empathy. I just don't think that Captain America--as popular as he may be from his films and from the MCU at-large--has that kind of pathos, especially for a children's cartoon. You can't exactly put Captain America in school and have him talk directly about children's social problems. Of course you don't *need* that kind of thing by any means (the success of the innumerable Superman, Batman, etc etc etc series proves that), but there's a reason that so many cartoons include that.
While I'm thinking about it and just to give another example, while Captain America certainly has an interesting set of villains, none of them is really as "transmissible" as Spider-Man's rogues gallery. Characters like Sandman, Rhino, Vulture, Lizard, Venom are all very easy to understand just looking at them. Baron Zemo and the Red Skull are cool-looking, but they don't carry the same semiotic weight or whatever.

In comics, sure, but we're talking here about the potential for an animated series. There have been a thousand Spider-Man and Batman cartoons because the villains are toyetic and immediately-understandable. I just don't think that Red Skull has the same potential.
