Navy user here. This situation wouldn't have ever happened. Even in the earliest days of Boomers (Ballistic Missile Submarines), the launch chain was extremely well-defined and safeguarded against this exact kind of bullshit. The only way that bird is flying is if the Commanding and Executive officer of the sub individually verify launch authorization, which then goes to the Weapons Officer and a slew of other steps. It takes quite a while to go through the process, and ANY error or interruption fully cancels the launch sequence, no questions asked.
Even if, for whatever reason, he was given the same authorization as the President for launch, the time it would take for the sub's crew to authorize and ready the launch would give the General infinitely more than enough time to cancel the strike package.
First of all, JAG would have the entire chain of command for the Boomer shitcanned. CO/XO and Command Master Chief would all be fired and likely facing similar charges to what I'm about to list.
