Apperantley the creators stated that if this reboot gets more seasons, they'll re-add more of the original cast from the OG Animaniacs like Rita and Slappy.
If they have a shot, most likely chances are, they'll bring back this Character sometime down the line if the show gets more seasons.

Interesting observation. Villains indeed often happen to have lame reasons to hate the well-meaning hero. Since Brain's betrayal was quite vile, though, it accentuates Julia's motivation well.

That and his VA (Roddy McDowall) died weeks after the premiere of Brainwashed Part 3 (the character's final appearance). Considering how agressivally the reboot has been pushing "we're bringing back the old VAs" and the way Julia was handled in her episode, I'm quite certain Julia is being positioned to take the place of Snowball as an antagonist for The Brain.

Considering that they are in short cartoons instead of a dedicated series, I expect it will limit the way they return her. They won't be able to make the assumption that the audience has any idea who she is, so they'll have to expose her presence near the start of the short and work forward from there.

Then it's safe to assume Snowball is dead in-universe. Thinking about it, the original show often stated that like Pinky and Brain are mices, they have a lifespan around 4 years (there's an episode with Brain having a middle-age crisis at age 2) but at the first episode of the 2020 season, it's shown Brain spent the last 22 years working on the smartphone. I know this is a cartoon so the continuity isn't solid but considering Brain is a genius, he could found a way to stretch his youth. It'd be in-character
