Rewatching the entire old series now, how the hell did we not get Slappy back as a regular for the reboot? Her shorts are easily some of the best of the entire show and are arguably the best written.

Slappy's voice actress was one of the writers for the old show. None of the old writers were hired for the new show, so Slappy was naturally out.

I think they removed it because being toxic towards stuff is unnecessary in a society that's already toxic about all things except those which matter, because real issues are hard to solve.

Not sure if I'd say mostly, but a lot of the jokes were well trodden tropes with more modern references.

Because in the same fashion that PPG 2016, the execs wanted to try new blood instead of hiring the original writers. Ironically, this was the reboot's death knell, because its inevitable to compare both iterations and notice that something is wrong.
I don't get this mindset. If the execs want to allow the kids to develop their own talent, why not allowint them to create their own characters? Taking in consideration The Loud House became a moderate success, there's a big market for cartoons actually aimed to children but being ignored in favor of twitter and nostalgic reboots. I know they don't want to take a risk but for me it's a waste

The idea might be that flogging an old brand is training wheels for the new staff so they'll be more experienced when they make something original and so be more likely to succeed.
If they're too interested in masturbating it won't work though.
Because the vocal majority of Animaniacs fans (or minority, depending how you look at it) are bandwagoning casuals who may have seen a rerun or two when they were younger but only got into the show as adults after seeing compilation videos of the show's risque jokes, or from word of mouth once it became available on streaming services. They have no real connection to the OG fandom of the show, which I am a part of. And while I can't speak for all OG Animaniacs fans, I did my part in writing Hulu execs and signing petitions, and eventually just had to begrudgingly accept that this trainwreck was going to happen no matter what we original fans did or said.
