Yes. Setting aside the fact that tongue prostheses are a thing, they only create more issues for themselves. There was nothing stopping VA from simply having the kid go public with the story that a couple of guys cut his tongue out in a public restroom along with detailed descriptions of the Boys. What exactly could they do against a PR campaign against them, admit they're a clandestine government operation acting as judge, jury, and executioner against US citizens? Try to prove that a 10 year old is actually a superpowered rapist? It's something that only works because Ennis ignores the logical fallout of their actions. Hell, the entire comic basically relies on none of the supers ever fighting back or using their powers effectively because the go-to plan for Butcher is always, "roll up five deep and start throwing punches."

Not really, Billy mentions he has a lot of dirt on them ready to get fired at multiple journals were he to disappear for long enough. The reason they don't get attacked directly by supes is that they have some dirt on the biggest supes that they don't want them to release, and they only go after small fishes so as not to offend the big ones TOO much. They spend the entire comic getting ready for an offensive on Homelander's team, they play nice with them the majority of the rest of the time.
Hell, they have an entire standoff on their roof about the flash expy having acted retarded and the Homelander admitting fault as long as Butcher doesn't act out of line either iirc.
