1. Why would you assume that when black eyes are its own thing?
2. Something like 90% of cartoon characters has googly eyes with black dot irises, they can't possibly be all brown-eyed. Sometimes there's a more detailed close up of this type of eye with a normal iris, and it's often not brown, because brown eyes are boring.

Hair and eye colors that aren't very common in real life are over-represented in animation because the common ones are boring to look at, and to set the characters apart more easily. That's precisely why the majority of anime characters have impossible neon-colored hair and eyes, there's so many blue-eyed blondes and green-eyed redheads in Western cartoons, and even the "realistic" and race-appropriate hair and eye colors are usually closer to primary colors and brighter than it's possible in real life.
