It was absolutely planned from the beginning and something that Noelle has talked about CONSTANTLY. Literally every interview she's given post show (and even while it was still going) explains that the sister thing was a cover up to quell executives into being okay with the closeness of their relationship, and anything that describes the two as being such is mostly early material released directly from Dreamworks.
