The entire plot was changed because Ozma had to come back into it and Oscar is his vessel, without Oscar the plot changes drastically as do its beats. Unless you mean that somebody else becomes Ozma's meat suit. While I agree that Oscar didn't need to exist this extends mostly to Ozpin/Ozma not really needing to be alive in the plot since Salem's backstory works better if Oz never did return to life. But then we wouldn't have the plot that we do now anyway if that was the case.
Also yeah, Oscar has pretty much become the unofficial P of JNPR and has been since (arguably) V6.

Ruby has rules that can be intuited without expo dumbs if you're not just vegging All they needed to do to entirely explain Marrow was say that aura of target increases diff to sustain and aura required to hold. One line like "she's got to much engergy to hold longer!" and you'd have satisfied brainlets who didn't care and autsists who will take the crumb and piece it back into the founding mechanics.
As a matter of fact, if you reduce the power into small components you start to get retarded combo powers that don't even really make sense. They just barely kinda connect to their components so you just let the power lie. If you want proper rules and limitations then making an elemental system (literally not 'elements') still invites the same issues beacause either people are using basically the same powers or each will need to have the gimmick/conceit explained just as you would with absolute system like semblances in Rwby
It's not ideal. It would require taking away Wiess' ability to use fireballs and the like, otherwise she'd be overpowered. Also, some established semblances wouldn't fit neatly into the system. Like say that bunny with the camera, there wouldn't be a proper reason why she can only copy weapons, or why she has to copy them instead of making whatever she wants.
What I was going for was to say if Marrow's power is based on say gravity dust. Then at any point in the story you could establish that gravity spells only last for a few seconds, and that would put an universal limitation on anyone using it in their powers, such as Weiss' glyphs, Pyrha's magnets (if we say it's some gravity+metal combo), etc. Then the moment we see Marrow for the first time and he has a vial of gravity dust on his belt we know his powers, whatever thehy are, only work for 2-3 seconds at most.
