Yeah but it's not like a comedy of errors farce. Most of the comedy comes from how straight they play things. Like 80 to 90% of the time it's just a normal action manga. The jokes are the pay-off but they wouldn't work if it wasn't credibly presenting itself as a serious action piece the rest of the time.

This sounds about right. Superman is familiar with King's reputation and while he could probably fight him he knows its safer for everybody if he doesn't, so he seeks to resolve things another way. After the fact, everybody comes to believe that 'even Superman is afraid of King' and it just causes his legend to grow.
