I think he held back because he cared for her. He could have finished her off but he dropped his weapons as soon as she looked hurt and tried to check to see if she was ok.

Normally being hot would be enough for the audience to sympathize with whatever bullshit backstory the writers throw but Cinder is such waste of screentime and a black hole of charisma that her design can't save her even for an audience composed mainly by coomers. The only way Cinder can get a positive reaction from the audience is dying for real

No it was the Huntsman. remember, the magic goes away at midnight, and that is when they fight and he dies. Salem is the Prince who picked up Cindy after the fact and hoisted her status.
This is also why he stood by for the abuse, just like the Fairy Godmother in the story basically only appears at the last moment for Cinderella to get to the ball, just standing by and watching Cindy suffer before deciding to bail her out (sometimes at the "coming of age" birthday, i think some version of the story has the Ball happen on it, could be wrong though).
