By way of a straight-up armed takeover, yes. The 'World War 3' storyline at the end of the GI Joe comics published by Devil's Due, or Cobra invading and taking over Washington DC in the Sunbow cartoon 5-parter 'Arise, Serpentor, Arise'.

It's deliberate and intentional that they don't have any real political ideology, probably so Hasbro could sell toys of them without anyone getting mad. They're all in it for power or profit, and the comic version of Cobra is happy to recruit and exploit extremists of all types.
