I always found FOP to be stupid, poorly thought out, and cruel (and that was before the show quality tanked). You have miserable children being given, no, teased with true happiness (if it follows the autistic guidelines of Da Rules), and then that magic is ripped from them and forgotten. Their lives aren't better, it's just all lies so Fairies can pat themselves on the back and discharge built up magic. And lets talk about the miserable children selection process; Timmy isn't miserable, he's a fucking brat

No, she could protest to put off granting the wish and ultimately quit if Timmy didn't back off. Daily reminder in Fairy Idol, Cosmo and Wanda quit after 1 bad morning (from clone Timmy) of general selfishness, I'd say she'd quit for this.

In the early seasons he was miserable, but later on he became more of an obnoxious self centered jerk.

For starters he isn't really that unhappy. I don't think he deals with Vicky (as much) and he seems to be closer friends with AJ and to them Timmy is the third wheel (the mind reading episode gives some insight into this).

Also, from a storytelling perspective, Chester doesn't really add much to giving him a fairy. He can and has already been involved in Timmy's wishes (such as the superhero one or going into a video game) and a large part of his character is how he bounces off of AJ as being the two idiot friends. It's like making Lenny a main character but not Carl.

I can see Tootie working to an extent, since the birthday wish episode established that she can come up with wishes that aren't just centered around Timmy, she has her own problems and wants and desires and isn't exactly considered part of Timmy's direct friend group. Between the birthday episode and that other children's book I've seen posted here where she gets a bunch of wish tokens, as well as the ending of the live action film, I think they were seriously flirting with the idea of giving Tootie a fairy (or at least making her legally aware of Timmy's) but got cold feet. Probably because Nickelodeon already had like two or three other "nerd girl" main characters (Bessie or the thornberry bitch) around that time.
