This is surprising to me. Growing up I had neighbor with a Dalmatian and she was the most docile dog I'd ever met. But all dogs are different, and he was a really good owner.

Guard dog breeds are protective and sweet to kids and babies. Tibetan mastiff, English mastiff, Doberman, Rottweiler, komodor, etc. They love their people and a well bred dog is suspicious or reserved, but polite to strangers. A expert breeder who raises bull mastiff for protection stressed to me guard dogs must be raised in social environments to recognize good people so they can recognize the bad. The ones that maul kids are deprived or socialization so they cannot read dog or human body language. You know how autistic people can't read body language or facial expressions to read emotion? You turn your dog autistic when you are a bad owner. Some ignorant people stick a dog alone in a backyard their entire life then are amazed their dog driven insane and psychotic with no ability to read body language, maul a toddler.

I'm not an animal expert or anything and I don't own pets so I only know about things that are obviously bad for pets and less for things more subtly bad for them. But if it's bad to own a dog in urban areas like you're suggesting it wouldn't surprise me.

Not by a long shot. To judge aggressiveness you need to look at poor bite inhibition. Most don't know biting is a reaction dogs suppress through willpower or they redirect it into a sudden worried lick or warning bite. A warning bite is where they click their teeth toward something to say "quit it or I'll bite" the lack means "hey I really don't like that but I love you and don't know what to do"
Runners up are most terriers because they were bred to snap at quickly moving rats. Dogs that are more likely to bite viciously without warning are Westies, mini schnauzers (standards are chill and awesome) chow chows (I want to beat to death the asshole who thought introverted dogs without any outward signs of getting mad was a good idea) Scottish terriers are the 2nd most bitey of all
The most aggressive breed of all is actually a breed barely anyone knows exist. Pitbulls have a exact copy that look exactly like them but they have been separated and are nothing alike with behavior. Im talking of course about dogs bred for dog fighting. A dog behaviorist infiltrated dog fighting breeders community and found that puppies are separated the second they are weened because they are bred to kill and be brutal and give no mercy. Mother dogs will kill their own puppy in one bite if it annoys her at all. I once saw a alligator mom shudder in horror and despair when she accidentally killed a baby she was trying to pick up but bit. So they are colder than a cold blooded lizard.
The breeders and fighters kill dogs that run, seek safety or comfort if they lose a fight, and praise family lines that have killed without mercy and have never lost. The rescues that kill fighting dogs no matter what are 100% justified because they are psychopaths.
