Honest answer? Because Zig Forums was intended to be an Zig Forums copy for non-japanese comics and animation. It started out alright when it was first made around '05 but has since fractured as there's a bigger gulf and smaller overlap between comics and cartoons now and the type of traffic here changed.
There's little reason to keep these two different mediums on the same board besides tradition.

There also little reason to separate them as Zig Forums is already slow compared to other large boards. They don't want slow boards with large amounts of data just sitting there.

There are multiple slow boards with full catalogs just sitting there. It doesn't look like a board in itself is very costly. A comics board would benefit from being slower since it means storytimes and discussions will get to stay up longer, and cartoons are popular enough to be a decently paced board.

I'd just imagine the comic board would just be 20-25% comics and 80-75% CBM. So a bunch of Zig Forums posters dominating the board
