They didn't invent hand guns that were capable of firing bullets yet.
While that is an admittedly retarded and counter-intuitive interpretation of laser weaponry, a non-lethal laser guy would be every police department’s wet dream.
Compare it to methods of non-lethal incapacitation like pepper spray, which has shorter range unless you’re willing to get it everywhere and relies on the perp’s pain threshold being moderately low, tranquilizers, which are very reliant on having their dosage be within a sweet spot (that is very variable from person) in between merely slowing someone down and outright stopping their heart, tasers, which have a similar problem with electricity as tranquilizers do, and rubber bullets, which really only “lessen” the lethality of being shot and replace the obvious bullet holes with far less noticeable, but still equally dangerous, contusions and internal bleeding, the action cartoon’s laser gun practically guaranteed non-lethality would make it a godsend for any police department that wants avoid a media scandal. The fact that it manages to maintain the same range and relative ease of use as a standard ballistics-based handgun, while coming with far less stigma and strict regulation than one, due to how hard it is to actually kill someone with it, would make it a shoe in to replace actual guns on the police force.
I can even see some more financially minded criminals adopting it situationally too, as dead bodies tend to attract a lot more heat than merely unconscious and robbed ones.
Lowered/minimal recoil, less chance of getting a riot jammed up your asshole if you only bruise a guy versus burying him.

I always liked how Spectacular Spider-Man used weapons that shot weird ammo like spiked balls and giant staple guns that were actually more lethal.

In the 80% of the time where the criminal(s) isn’t/aren’t going to be protected by the magic of plot armor, the magcially non-lethal laser guns would work just fine.
Fox got a lot of complaints about the violence in Batman and Power Rangers so when Spider-Man was being made they were kept on a short leash.

Honestly it's the sort of weapon it makes sense for a police force to have, in a civilised country. Something capable of lethal force should never be the first go to weapon.
Most of the gun censorship was just giving ordinary guns laser sounds. They had to cut some scenes that were impossible to censor, though.

That was a special one of a kind prototype handgun that was capable of firing physical projectiles. But sadly the blueprint for such a weapon was destroyed. And they lack the technology and resources to create such a handgun.
it would be kind of interesting to imagine a cartoon where police use a sort of energy weapon and it actually proves effective most of the time.

Well, in the 2003 TMNT cartoon the lasers were all left behind from when the Triceratons invaded Earth. So whipping out an alien gun that was used to nearly enslave humanity is probably pretty intimidating.

These kinds of laser weapons would probably be low energy enough that you wouldn't have to worry about shooting, missing your target, and having the round penetrate through drywall and hit an innocent in the next room or something like you would with a conventional ballistic weapon.
I mean they should still have a gun just to be safe. Could those Lasers be hacked? They'd have to be set to a biolock set to anyone that works in a police force in say, The United States, and the information can't simply be stored on just the gun because what if it's lost? Sure a dumb perp wouldn't be able to use it, but a smarter perp could reverse engineer it, or simply hack it to have their own?
Therefore in order to keep it safe that bio information would be kept on servers at the Headquarters of a city's police force so that if a gun was stolen or the Officer is fired/retired/dead, then they could simply "brick" the weapon and auto-fry it's own machinery to be useless.
BUT in a world where hacking of say, major elections in a first world nation, is a issue alongside criminal hacking growing as crime goes more digital, how long until someone simply hacks a server in say Chicago's PD HQ where ALL the biolock logins of every single Officer/Detective/etc is stored? Will they brick ALL the laser pistols of the force and render alot of EXPENSIVE tools into useless piles of metal? Find a way to steal an unsigned one and make their own server and sell rent for said server to gangs and crime syndicates to use for their own energy weapons?

the guns actually work by downloading bullets from the internet really fast and shooting them
none, it's a cartoon. you can't bruise someone with a laser, it's either powerful enough to burn flesh or it does nothing. at best you could cause temporary or permanent blinding, but I think that might be considered cruel and unusual in a law enforcement situation which is probably why you don't see police forces going around blinding people with lasers
There are no advantages, its better to be safe by having a gun thay can use both laser and bullets because Chad might block one of them with his anti beam armor or something
