This issue of Spawn was co-authored by Dave Sim, who was an indie comic creator and very outspoken about creator's rights in regards to the practices of Marvel/DC at the time (not much has really changed here.)
The characters in the cage are separated from but reaching out to their creators, the bound and hooded men at the wall. They're imprisoned by the comic companies who own them. Spawn walks free because he's indie.
