You should read some EU-related university publications, they put it much more eloquently than I can.
They won't out of their own free will, but circumstances like the current crisis will force them to. The refugee retardation was a consequence of liberal politics and will be solved quite simply if this recession has such a significant impact as the numbers say. The EU will have no other choice.
