Japanese are literally surrounded by counter-education 24/7. The way you teach English in Japan is very bad and your country is filled to the brim with counter productive Engrish plastered everywhere. Not to mention, you have very few Anglo foreigners so it’s not like you are interacting with native speakers very often.

You also don’t consume that much American media. You have your own shows, your own games, and people generally don’t feel a desire to leave Japan long term so they don’t stick with English if they do learn it. You’ve got the perfect storm for speaking shitty English.
