The map only takes the total number. Istanbul in itself has more population than eastern turkey by itself. Pict related gives you an idea. Marmara region + istanbul has 73 death with a population of 24 million. while eastern turkey has 5-6 million people. Hench, if we were to adjust it to 24 million people, eastern turkey would have 156 death instead of 26.
