It dies because its body evolved to water living.
Whales could also be bigger, but the amount of power they have to use to eat and the food available doesn't make it possible. It would be easier for a plant eating land animal to grow bigger, as they wouldn't have to spend as much energy eating all day as a sea creature.
Don't forget that oxygen levels were way, way higher pre-ice age. That's why megafauna were so common.

What I don't believe is that it could fly
I've read an article about it on Scientific American: apparently they had a different flight dynamics than the one of modern birds.
You correctly cannot picture them flying as birds because they didn't fly like them.
e.g. to take off they used a sort of "spring jump" with their forelimbs which is unseen in birds.
