The majority population of Prekmurje has always been Slovenian and the Hungarian occupation in the 40s meant ethnic cleansing and forced resettlement for the people of Prekmurje. Even today there is a Slovene minority in Hungary around the town of St. Gotthard, the Porabians.

The reason Croats got so much was because the Croatian fascist organization, Ustaše, was operating in Yugoslavia since the 1920's, but their leader Ante Pavelić was exiled to Italy, where he befriended Italian fascists and staged a few sabotages and attacks on Yugoslav authorities.
After the April War and capitulation of Yugoslavia, Ante requested Croatian independence, his request was approved on the condition that the Independent State of Croatia operated by being a protectorate of both Germany and Italy.
The reason why Serbs got fucked so hard is because of the coup d'etat in Belgrade that started the April War in the first place. Serbs couped the axis-friendly government and cut off diplomatic relations with Germany. As a result Hitler demanded the new government to be liquidated.
