I've heard Indians say that North Indians are basically culturally Muslim even if they're Hindu while south Indians are more authentic and untouched by Islam. Is this true?

It has truth to it. They've been ruled by Muslims for so long that their culture shifted slightly to emulate the Muslim upper class, such as adopting increased restrictions women's movement, veils that aren't as common in the south. But there are other reasons for that beyond just the muslims.

Freedom of women is an important indicator since constant Islamic invasions and pillaging led to North Indian society and culture becoming very conservative and repressive. Women were kept indoors mostly since they would get abducted and carried away in case of pillaging. They were covered up further to prevent "attracting attention" of raiders hence the presence of the "purdah" (something similar to a hijab but not as enforced) in North India which doesn't exist at all in South India.
You have to factor in all of this as well when you compare the two.

Having rich areas is irrelevant when the rest of the state is full of extremely impoverished areas. Severe economic inequality isn't a sign of progress but quite the opposite as in a truly progressed society, wealth isn't hoarded by single individuals but rather there is a collective increase in the living quality of all its populace. Having a few skyscrapers scattered across the city while barely 1km away there are kids starving and dying from malaria is not something to gloat about desu.
