Dubbing can turn a total dud around. One famous example is the German dubbing of the 70s TV series "The Persuaders", starring Roger Moore and Anthony Curtis. Apart from the stars and the setting (Cote d'Azur, France) this was a pretty boring affair until the German dubbing studio decided to pep it up by inserting lots of jokes that weren't previously there. (Which goes surprisingly well with Curtis' overacting.)
But it's not always better. The other example is the TV series The Simpsons, which has notorously bad German dubbing, not getting the jokes and sometimes even translating totally wrong.

that wasn't always the case, the earlier seasons were pretty good dubbed, later it got shitier specially after marge simpsons first german voice actor died. also some jokes cannot be translated at all or better say are extremely hard to translate.
