Riga has a lot of Russians, but you dont need to know Russian, everything is in Latvian anyway
technically Latvia is only 1/4 Russian, if you add ukrainians, poles and other slavs it goes to 38%
those that refuse to learn Latvian have their choices limited, I would say most Russian youth know Latvian and those that go to university all know Latvian
