Communism seeks to eliminate money entirely so this makes sense, I imagine it's the same way Cubans do it, where the monthly salary is something like 20 to 30 dollars but all of your life needs (Food, shelter, transport, education, healthcare...) are either completely free or so heavily subsidized they might as well be, so your wage is more like pocket money than an actual living wage. That's the theory at least because Venezuela had bouts of hyperinflation which completely fucked its system.

Mind boggling how the country is so rich yet they're so poor.

These two guys are on the right track. Btw it's not food stamps as that's an american program, but most public utilities are largely subsidized, food prices are controlled and there are food programs nationwide.

That said, they're inneficient like everything all governemnts around the world do, so there exist parallel black markets for literally everything. Also, most venezuelans receive remmitances from abroad and the economy is heavily dollarized while in border states a lot of times they deal in colombian pesos, that's why that min wage figure is meaningless. It doesn't adjust to the realities of the underground economy

You're delusional if you think that plummeting oil price is the only reason, since Venezuela was the only oil-dependent country to collapse, not to mention that protests and economic problems there started even before the oil price collapse in 2014 (although they were intensified by it for sure) and when they still ran a significant trade surplus. There was a lot of government corruption and mismanagement involved, which was naturally facilitated by socialism since it gives control to the government on all aspects of the daily life.
